The package comprises four railway multi-tracking projects worth ₹9,450 crore and the ₹3,590.73-crore Muzaffarpur-Sitamarhi-Sonbarsa highway project in Bihar. The approvals strengthen the order pipeline for railway construction, road EPC, bridges, signalling, electrification and building-material companies.
What Are the Four Railway Projects?
The largest project is the 173-km Kharagpur-Bhadrak fourth line, estimated at around ₹3,352 crore, covering West Bengal and Odisha. The 75-km Bhadrak-Haridaspur fourth line involves approximately ₹1,583 crore.
The government has also cleared the 72-km Cuttack-Paradeep third and fourth lines, estimated at around ₹2,286 crore, and the 90-km Gummidipundi-Gudur third and fourth lines across Tamil Nadu and Andhra Pradesh, involving about ₹2,229 crore. Together, the projects will add approximately 410 km to the railway network.
The corridors serve heavy freight movement involving coal, iron ore, steel, cement, automobiles, containers and food grains. The Railway Ministry estimates that capacity expansion could generate additional freight traffic of around 76 million tonnes per annum. The projects will connect approximately 6,448 villages with a population of around 60 lakh and are targeted for completion by 2030-31.
What Does the Bihar Highway Project Include?
The government has separately approved four-laning of the 82.578-km Muzaffarpur-Sitamarhi-Sonbarsa section of NH-22 at a total capital cost of ₹3,590.73 crore. It will be executed under the Hybrid Annuity Model.
The corridor connects Muzaffarpur with the India-Nepal border at Sonbarsa and will include 7 major bridges, including a 340-metre bridge over the Bagmati River, 3 railway overbridges and 2 flyovers measuring 1,170 metres and 270 metres. The highway is designed for speeds of up to 100 kmph.
Which Companies Have Received These Projects?
Importantly, Cabinet approval does not mean the construction contracts have already been awarded. As of the latest publicly available information, no private EPC company has been officially identified as the winner of these newly approved railway projects.
For the Bihar highway, NHAI has already floated the HAM tender for the Muzaffarpur-Sitamarhi-Sonbarsa stretch. The publicly visible tender status shows the project progressing through technical and financial evaluation, while an award of contract has not yet been disclosed.
Therefore, investors should avoid treating the full ₹13,041 crore as orders already received by any listed construction company.

How Will This Affect the Infrastructure Sector?
The approvals are positive for the broader infrastructure ecosystem because they create future opportunities across track construction, civil works, bridges, signalling, railway electrification, road construction, steel, cement, cables and aggregates.
The railway projects are especially important because they expand high-density freight corridors connecting ports and industrial regions along India's eastern coast. The government estimates they can also reduce oil consumption by around 13 crore litres and cut carbon emissions by approximately 65 crore kg.
The direct earnings benefit for listed infrastructure companies will begin only after tenders are awarded and contracts enter their order books.
