National Fertilizers to acquire an 18% stake in a ₹10,601.40 crores joint venture for the Namrup-IV Urea Plant in Assam.

State-owned National Fertilizers Limited (NFL) has announced an investment of ₹572.45 crores. This investment is for acquiring an 18% stake in a proposed Joint Venture (JV) that aims to establish a new Ammonia-Urea Complex in Namrup, Assam. This move is part of a broader national push to strengthen domestic fertiliser production.

In a regulatory filing made on Friday, April 18, 2025, the NFL confirmed that its board had approved participation in the JV alongside other nominated stakeholders. The plant, known as the Namrup-IV Fertilizer Plant, will be set up within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL).

Brownfield project backed by the Union Cabinet

The Union Cabinet gave a green light to the ₹10,601.40 crores Brownfield project last month. The new Ammonia-Urea Complex will have an annual production capacity of 12.7 lakh tonnes of urea. The project will be funded through a 70:30 debt-to-equity ratio, with major public sector undertakings contributing to the equity component.

The Namrup-IV project is expected to be completed within 48 months from the date of financial closure. It is positioned to enhance urea production in the country.

Joint venture structure and stake distribution

The joint venture company is being incorporated with participation from multiple public entities:

  • Assam Government: 40%
  • NFL: 18%
  • Oil India Limited (OIL): 18%
  • Hindustan Urvarak & Rasayan Limited (HURL): 13%
  • BVFCL: 11% (contributing via tangible assets)

This collaborative structure ensures regional representation and resource synergy, enabling smoother implementation and long-term operational stability.

Strengthening the urea supply across Eastern India

The Namrup-IV Urea Plant is set to play a key role in meeting the growing demand for fertiliser in Assam and nearby states. The enhanced production will cater to regions such as Bihar, West Bengal, eastern Uttar Pradesh, and Jharkhand, helping to reduce reliance on imports and improve agricultural productivity across eastern India.
